Kyle Gradinger leads the Caltrans Division of Rail and Mass Transportation (DRMT), which is working to develop a statewide, seamless network of trains, buses, bikes, and sidewalks for all Californians. His responsibilities include leading statewide rail planning, multimodal integration, coordination with host freight railroads, capital project implementation, zero-emission rail and bus R&D, overseeing state-supported intercity passenger rail operations, and rolling stock management. Caltrans DRMT collaborates with local transit agencies, MPOs, and state agencies, including the California Air Resources Board, the California Energy Commission, the Strategic Growth Council, and others to implement the state’s ambitious climate action, mobility, and equity goals.
Prior to joining Caltrans in 2016, Mr. Gradinger led the rail planning group at the Federal Railroad Administration. At the FRA, he developed State Rail Plan Guidance, led the service planning analysis for the “Northeast Corridor Future” Tier 1 EIS, and developed the agency’s multi-state rail planning methodology. He also conducted extensive international rail funding, policy, and technology research while at the FRA.
Kyle lives in Sacramento with his wife and two children, who enjoy riding on the back seat of the family’s e-bike, which allows the family car to stay parked for weeks at a time.
